Acting Installation Services Director

Colonel William C. Arnold is the acting Director of Installation Services in the Office of the Deputy Chief of Staff, G-9.
In this capacity, he develops and oversees Armywide regulatory guidance, programming guidance and strategies for a host of installation services of great importance to Soldiers, Families and Army Civilians. This includes Soldier and Family readiness, Family and unaccompanied Soldier housing, logistics, environmental and privatization programs.
Colonel Arnold’s previous assignments include Fort Hood, Texas, where he served as a transportation platoon leader, company executive officer and battalion staff officer; and Kaiserslautern, Germany, where he served as operations officer for the Major General Wright Deployment Processing Center, company commander, and an aide-de-camp to the commanding general. He deployed to OPERATION IRAQ FREEDOM in 2006-2007 as a member of a military transition team to advise on logistics for Iraqi forces. He next served at Fort Carson, Colorado, with the 4th Infantry Division as the division transportation officer and deployed to Afghanistan in 2011-2012 as the brigade support battalion operations officer.
Upon returning from Afghanistan, he served at the National Training Center, Fort Irwin, California, as a sustainment battalion trainer. After assignment at the National Training Center, he was selected to command the White House Transportation Agency from 2013 to 2015 and then assumed command of the 3rd Brigade Support Battalion, 3rd Infantry Division at Fort Stewart, Georgia, from 2015 to 2017. Colonel Arnold served as 3rd Infantry Division director of Logistics at Fort Stewart and later deployed to Afghanistan in 2017-2018 in the same position.
Colonel Arnold graduated from Texas A&M University in 1997 with a Bachelor of Science Degree in Construction Science and was commissioned as a transportation officer. His military schooling includes the Transportation Officer Basic Course, the Combined Logistics Captains Career Course, the Combined Arms Staff and Services School, and the U.S. Army Command and General Staff College He recently graduated from the U.S. Army War College with a Master’s of Strategic Studies. He also holds a Master’s of Science in Transportation and Logistics Management from American Military University.
Upon graduation from the U.S. Army War College, Colonel Arnold joined the Deputy Chief of Staff, G9 as part of the Army Staff.
Colonel Arnold’s awards include the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, National Defense Service Medal, Afghanistan Campaign Medal, Iraq Campaign Medal, Global War on Terrorism Service Medal, Army Service Ribbon, Overseas Service Ribbon and NATO Medal. He also has earned the Presidential Service Badge and Joint Meritorious Unit Award.
