Senior Enlisted Advisor to the Deputy Chief of Staff, G-9 Headquarters, Department of the Army, Washington, D.C.
Sergeant Major Ulysses D. Rayford is the senior enlisted advisor to the Army’s Deputy Chief of Staff for Installations, also titled, Deputy Chief of Staff, G-9. Sergeant Major Rayford assumed his duties as the senior enlisted advisor in March 2019. His previous assignment before reporting to the Pentagon was as Installation Management Command-Europe Directorate command sergeant major at Clay Kaserne, Wiesbaden, Germany.
Sergeant Major Rayford entered the Army in 1992 as a multi-channel telecommunication systems operator. He attended basic and advance individual training at Fort Jackson, South Carolina, and Fort Gordon, Georgia. After completing training, he was assigned to the 443rd Air Defense Artillery Battalion, Gissen, Germany, where he served as a Patriot missile systems communications operator.
Throughout his 26-year career, Sergeant Major Rayford has served in numerous leadership positions. Positions and assignments include: first sergeant, 385th Signal Company, Camp Doha, Kuwait; first sergeant, B Company, 447th Signal Battalion, 15th Signal Brigade, Fort Gordon, Georgia; S-3 Operations noncommissioned officer in charge, 54th Signal Battalion, 160th Signal Brigade, Camp Arifjan, Kuwait; first sergeant, Headquarters and Headquarters Company, 7th Signal Command, Fort Gordon; battalion command sergeant major and brigade operations sergeant major, 54th Signal Battalion, 160th Signal Brigade, Camp Arifjan; battalion operations sergeant major, 63rd Signal Battalion, 35th Signal Brigade, Fort Gordon; battalion command sergeant major, 447th Signal Battalion, 15th Signal Brigade, Fort Gordon; brigade command sergeant major, Information Systems Engineering Command, U.S. Army Communications-Electronics Command, Fort Huachuca, Arizona; and brigade command sergeant major, U.S. Army Garrison Rheinland-Pfalz, Rhine Ordnance Barracks, Kaiserslautern, Germany.

Sergeant Major Rayford’s awards and decorations include the Legion of Merit; Meritorious Service Medal, the Korean Defense Service Medal, the Global War on Terrorism Expeditionary Medal, and the Global War on Terrorism Service Medal. He is a recipient of the Sergeant Audie Murphy Medallion, Sergeant Morales Medallion and the Bronze Order of Mercury Medallion. He also was recognized as the 2003 Fort Gordon Drill Sergeant of the Year.
He completed his undergraduate studies in the Liberal Arts and received his bachelor’s degree from Excelsior College.
