A Memorandum of Agreement (MOA) is used to document specific terms and responsibilities between two or more parties, especially when there will be a commitment of resources and some form of compensation using other than appropriated funds.
An MAA is used to establish mutual aid assistance for fire and emergency services with a local jurisdiction. Ex. Agreement between community and installation to provide ambulance and other emergency services.
Cooperative Agreements are used to carry out a public purpose of support or stimulation by transferring something of value to the partner, where substantial involvement is expected between parties.
