Brigadier General Joseph A. Ricciardi serves as the Director of Operations for Headquarters, Office of the Deputy Chief of Staff, G-9.

He ovesees the development and coordination of program requirements, strategy, and guidance pertaining to facilities, military construction, energy and water resilience, real property asset management and BRAC properties that support Army Strategy and improve the quality of life for Soldiers, Civilians, and their Families.

He is responsible for a $6 billion military construction program and a $50 million internal budget. He serves as an advisor on a wide range of issues related to organizational and managerial policies, practices, and procedures governing Installation Management and Division programs. He is a liaison to Army Commands, Army Staff, other Services, the Joint Staff, the Department of Defense, private organizations, and Congress.

Brigadier General Ricciardi was commissioned in 1990, after his graduation from the United States Military Academy. He received a master's degree from Purdue University and his Doctorate from Benedictine University. He is a graduate of numerous military courses including: Engineer Basic and Advanced Training, Command and General Staff College, and the U.S. Army War College.

He is a graduate of the Aviation Officer Basic and Advanced Courses, Combined Arms Services Staff School, U.S. Army Command and General Staff College, and the resident Air War College. Edwards holds two master’s degrees: one in leadership from Central Michigan University and another in strategic studies from the Air War College.

Brigadier General Ricciardi’s awards and badges include the Legion of Merit; Bronze Star Medal (2 OLC); Meritorious Service Medal (three oak-leaf clusters); Army Commendation Medal; Navy Commendation Medal; Army Achievement Medal (three oak-leaf clusters); Afghanistan Campaign Medal; Global War on Terrorism Expeditionary Medal; Global War on Terrorism Service Medal; Armed Forces Service Medal; Humanitarian Service Medal; Army Service Ribbon; Overseas Service Ribbon; Combat Action Badge; Parachutist Badge; and the Air Assault Badge.
