IGSA Strategy


An institutionalized mindset that relies on Public-Public Partnerships to ensure mission readiness in an era of reduced resources. The foundational processes reflect integrated and synchronized actions at every echelon, led by stakeholders at HQDA (including small business, procurement, legal), to ensure maximum use of NDAA 13 partnership authorities.

Three major objectives form the pillars of this program:

  • Solicit partnership proposals from the field and benchmark existing partnerships
  • Promulgate the full range of partnership agreements across Army Enterprise
  • Full program implementation, refinement, and expansion

Imperative outcomes include signed partnership agreements; tools in place to effectively implement agreements; clear, consistent, and persistent messaging relevant to the program; and follow-on agreements signed and a viable process in place to promote program expansion.
