Douglas Babb serves as the Director, Information and Technology for the Deputy Chief of Staff, G-9. He is responsible for the oversight and management of multiple portfolios, including compliance with the Federal Information Security Modernization Act (FISMA); data-health metrics for installation business systems; control systems governance; Army Microsoft 365 migration; and technical integration for the Enterprise Exceptional Family Member Program (E-EFMP) system.

Mr. Babb has more than 20 years of experience in leadership positions across a variety of Army units and organizations. Most recently, he served in the DCS, G-6, shaping the Army 5G experimentation and enterprise integration portfolio. Other past positions include Director, Network Enterprise Center (formerly the Directorate of Information Management) at Fort Hood, Texas, providing classified and unclassified voice and data services to four- and three-star Army headquarters across a region that includes Dallas, Fort Hood, Austin and Beaumont.

While serving as an Army officer, Mr. Babb held positions including chief of staff for the 4th Infantry Division.

Mr. Babb is a distinguished graduate of the Eisenhower School of National Security and Resource Management at Fort McNair, in Washington, D.C., and a graduate of the Defense Senior Leader Development Program. He has a master’s degree in Telecommunications Management from Webster University, St. Louis, and a bachelor’s degree in Psychology from Stetson University, Deland, Florida.

His awards include the Meritorious Civilian Service Medal, Commander’s Award for Civilian Service, Meritorious Service Medal (Military), Bronze Star (2nd Award), and Bronze Star with “V” Device.

Mr. Babb’s professional memberships include Rotary International, the Signal Corps Regimental Association, Association of the United States Army, and the Armed Forces Communications-Electronics Association.
