Sally G. Pfenning is the director of Resources Integration for the Deputy Chief of Staff, G-9. Pfenning has served as Resources Integration director since August 2020. She was selected for Senior Executive Service in September 2018.

As the director of Resources Integration, she is the administrator of the Installations Program Evaluation Group to enable all aspects of planning, programming, budget formulation and execution for a $17 billion annual program that equates to $85 billion across the five-year Program Objective Memorandum. The program encompasses 72 Management Decision Packages that represent requirements championed by seven Army staff principals, representing all Army components in support of 38 commands Army-wide.

Pfenning was the chief of the Installation Support Division for the U.S. Army Corps of Engineers before her assignment with the Deputy Chief of Staff, G-9. Other previous assignments include being the assistant chief of staff , G4, for Installation Management Command Europe, and positions within IMCOM-Pacific, including Public Works director and deputy to the garrison commander, U.S. Army Garrison Hawaii.

Other career assignments include civil works planning technical leader, strategic planner and a six-month detail as a legislative assistant within the Civil Works Directorate. Pfenning has also had assignments as the chief of Operations and Maintenance at U.S. Army Garrison Kaiserslautern, Germany, and as chief of Master Planning and strategic planner at U.S. Army Garrison Baden Wuerttemberg, Germany.

In addition, Pfenning has served in multiple special assignments with different agencies to include the U.S. Department of Interior, the U.S. Geological Survey, and the U.S. Army Pacific as an installation engineering expert supporting the Philippine Army.

Pfenning began her federal career in 1995 as a student trainee and intern at the U.S. Army Corps of Engineers’ Jacksonville, Florida, District, and was promoted to a planning technical leader for civil works projects within Florida.

Pfenning earned a Bachelor of Science in Environmental Science from Jacksonville University, Jacksonville, Florida, and a Bachelor of Science in Environmental Engineering from the University of Miami in 2000. Significant professional education includes the Senior Executive Fellows Program at Harvard University’s Kennedy School of Government in 2012, graduate studies in Strategy and Performance Management at Georgetown University during 2011, and a certificate in Government Strategic Leadership from the National Defense University in 2009.

She was the recipient of the William C. Gribble Directorate of Public Works Executive of the Year in 2016, and has received four Superior Civilian Service Awards, the Commander’s Award for Civilian Service, the Civilian Service Medal, and the IMCOM Europe Support Executive of the Year for Master Planning in 2007.
