Terms and Definitions
Acquisitions
The acquiring by contract with appropriated funds of supplies or services (including construction) by and for the use of the Federal Government through purchase or lease, whether the supplies or services are already in existence or must be created, developed, demonstrated, and evaluated. Acquisition begins at the point when agency needs are established and includes the description of requirements to satisfy agency needs, solicitation and selection of sources, award of contracts, contract financing, contract performance, contract administration, and those technical and management functions directly related to the process of fulfilling agency needs by contract.
Installation Support Services
Those services, supplies, resources, and support typically provided by a local government for its own needs and without regard to whether such services, supplies, resources, and support are provided to its residents generally, except that the term does not include security guard or fire-fighting functions.
Intergovernmental Support Agreements (IGSA)
Legal instrument reflecting a relationship between the Secretary concerned and a State or Local government that contains such terms & conditions as the Secretary concerned considers appropriate for the purposes of this section & necessary to protect U.S.’ interests.
Local Government
Includes a county, parish, municipality, city, town, township, local public authority, school district, special district, and any agency or instrumentality of a local government.
Outreach
An organized effort to extend reach outside the organization, as to particular segments of a community. Self-initiated action directed at stakeholders, prospective partners, and other interested parties to promote, educate, and enhance collaboration regarding the program.
State
Includes the District of Columbia, the Commonwealths of Puerto Rico and the Northern Mariana Islands, American Samoa, Guam, and the United States Virgin Islands, and any agency or instrumentality of a State.
Strategic Engagement
Engagements with individuals and organizations, whether requested or self-initiated, vital to the overall program planning and execution. Program-level plan of action from which program objectives are identified/refined.
